Smuggling at Hong Kong.

With reference to our letter of 29th September, we have now received from Shanghai a statement showing fines, duties and surtax paid on smuggled cargo since new Manifest Regulations came into force on 20th March, 1931, and we send you a copy herewith. Shanghai in-

form us that complete figures for Swatow and Canton

have not yet reached them, but that they will be for- warded to us as soon as possible.
